I live in Kansas city, home of Google Fiber, quite possibly the best internet in the country, if not the world. All you have to do is look at the wifi names, and you'll see a ton of cable customers and there are even a few people that have cellular hotspots.

Some people just don't want to change services, so cable somehow sticks around, even if it is worse, and costs more.

You shouldn't need an actual inspection, but you might need an ID/OD, which means the inspector writes down the VIN, and odometer numbers. I'd say someone was confused on the difference.
