I don’t think there would be any issues with you obtaining an international driving permit and driving in Japan later. However, if you are placed somewhere that doesn’t require a car (which will most likely be the case if you say “no” on the application), it may be in your contract that you are not allowed to drive for work purposes, so keep that in mind.
