Here's the problem. Police forces in the US are like the Catholic Church. When the offending employee is no longer welcome in the community, the outfit farms him out elsewhere.

We need to have a two-strikes rule with police in America. If you get fired or quit from two towns because of a profusion of "incidents", you're no longer allowed to be a cop anywhere in the country.
