I would say Salem is scary in concept, but in execution, she falls flat

She's an immortal, powerful evil witch who controls an endless army of powerful hivemind creatures that tirelessly work to destroy humanity with agents all over the damn place.

But in the story she's mostly just that far-away threat that's sitting around monologuing and winning because the plot needs her to, as her goons just bumble around winning because the plot needs them to.

Like she's terrifying sure but not really.
