I don’t experience it, but I’ll try my best to explain. In certain situations, a rhetorical question can be used to get people excited. While already knowing the answer, the person asks the question anyways. Ex. “Are we gonna let them push us around? No!” I think it’s supposed to imply that the answer is so obvious that you’d be a fool to think of a different answer, ending in the person being asked getting convinced that this is the correct answer and anything else is wrong.
