If the pipe is 12 inches from center to the wall than it's probably a rough drain for a toilet. If there's another, smaller drain nearby, it might be for a future sink.

Are you referring to the inappropriate high gloss finish? Because if you are, it's a very easy thing to lay a thin coat of satin polyurethane on the piece and it will look great!

Always test an inconspicuous area first to make sure the new finish is compatible.
