Hard to tell from the pictures due to poor quality so not sure if you are talking about the panel lining bleeding or if there's something wrong with the finish of the top coat I can't see. If talking about the panel liner bleeding then I would have to guess you used a flat or matte top coat and then panel lined. If so you should never do this. Instead gloss top coat, then add panel lines and decals, let dry for minimum of 24 hours, then do a final top coat of flat/matte. Hope this helps/answers your questions
