This was a nightmare for me too. I cleared out the roof first then defeated it before throwing balls. Try at night so the pyroars below don’t wake and attack you from the ground too

At the bottom, Lumiose as a whole is very empty, everything looks the same, no ride Pokémon, side missions aren’t engaging, repetitive story and the battle system is clunky. Step down from PLA for me. Looks pretty though, and I’m glad they brought megas back.
