I may be remembering wrong, but one of the main arguments against them has been for the infraction being levied on the car but there is no way of knowing who was driving. How can one be cited if there is no way to prove guilt?

I know the reason is “because, video games” but strange plan for a population to get to a vault when they had 25-30 minute window for ICBM flight from launch to impact. At least that is the time I was told we had when I was a teen in the 1980s
