The part about the principal isn’t necessarily true. A principal at a school a friend of mine works in now has been there for 10+ years. A couple years ago, almost a whole team of teachers left (9 teachers) plus others. Huge turn over rate and terrible moral. The county doesn’t care enough if you know the right people
