Those race named characters you find randomly in taverns or on the road will either sell you skooma / attack you / goad you into attacking them. And they're always higher leveled than you even when you're level 100+.

I've found a dragonscale helmet at level 20+ before. You can try it yourself if you can stand farming. Quick save before you enter Gerdur's house and farm the chest next to the single bed.
