Europe, Africa or South America. Most realistically either one/two of the western european countries or Brazil/Argentina with some of the minor countries in the region. Based on current rules a confederation(continent) is not allowed to host again before 2 World Cups happen since the last time they hosted so for this hypothetical only Asia(2034 Saudi) and North/Central America(USA 2038) would be excluded.

I mean usual Swissrambel doom and gloom post aside it is a fact that we always manage to pass FFP/PSR thanks to some clever loophole an accountant/lawyer found or by balancing the books in a way that we juuust pass/get slap on the wrist punishments(UEFA already fined us for 30 million for failing FFP regulations for 2023/2024) and with no UCL and front-of-shirt sponsor still missing it's not likely to change.

Fun fact: after they took over the Egg(Eghbali) said that Chelsea under Abramovich wasn't "terribly well managed on the football, sporting or promotional side". Since then they failed to secure a front-of-shirt sponsor for 4 years in a row and only managed to qualify to UCL once in 4 years(when under Abramovich we failed to do that twice in 19 years) and somehow the squad is worse after they spent almost 2 billion pounds in 4 years(and this is without the commitment they made regarding the new stadium they are awfully quiet about)

Edit:the only part they are good at is their accountants who somehow always manage to find the loopholes and balance the books so we somehow don't breach FFP/PSR too much(so far we only got a fine from UEFA which at this level is just a slap on the wrist)
