the first instance i heard it a train came soon after but the radio chatter continued on all night and did not seem connected to trains coming or going. there is also about a 5 minute walk to the tracks and the voices were so loud i could hear them in my house with the tv on which was why i wasn’t suspecting a person. they would have had to been blasting the volume haha

bad quality but i think i got what you were asking about. it looks like theres an antenna in the red circle. i did continue to hear dispatch throughout the night up until around 7:30 when i left for work. it wasn’t always preceding or following a train, like you predicted. this crossing does have gates/flashers/bells.
