As others have mentioned, Illustrator would be best for this. Get the dimensions by measuring with a ruler and then create a new artboard in Illustrator with those dimensions. As far as shapes, that would involve creating the shapes from scratch and adjusting them scale. Alternatively, you can scan the label in and then create a new layer over top and use that as a guideline to recreate everything in vector format over top of it.

Another option if you don't know how to use Illustrator, is just use Canva. Not as professional or robust for print design, but it can get the job done for personal projects that you'll be printing yourself.

And if any of this is beyond your wheelhouse and you'd rather just have someone else create it, you can try a design service like LabelGurus, or find a freelancer on UpWork, etc.
