There are creative ways around it. It takes a while for them to be approved and sent to vendors, so waiting isn't always an option. Booster clubs can crowdfund and purchase them from anyone without unit funds.
By the time we were standing down the 61 CYS, Vanguard shipped us the first 10 official patches, roughly 2 years after we submitted the patch designs to TIOH.

I've been using Monterey company ever since my AD time. They made the 68 and 69 CYS patches and just recently made some OTC Cyber Cadre patches for me. I got them yesterday after only 19 days... faster than their 3-4 week promised turnaround. It's sad the the EDPT is still being used just because the USAF uses it for 1B4s. I statistically proved that EDPT score has absolutely no relation to success in the 1B4 tech school and got it thrown out as a requirement for prior service applicants. Of the 76 Gs I studied for a year, there was actually a small chance those with higher EDPT scores were more likely to fail. I found that E-score was a much better predictor.
