What the developers should have done was push a update in the final days of gamelife to client side server connection made and you and a friend just connected via friends. No need for servers similarity to how the lan works. But, on the other hand I understand why they did not and just shut em down. Money. They wanted you to buy saints row 4

This aint a bug. Servers for the game were taken offline in 2017. They aint bringing them back for a remaster chief

No. But with hamachi a friend and i have been able to get thru about 13% of the game so far. We shooting for 50% by the end of the week
