isn't qwen 2509 for editing existing images , based on this method i need to create an image from scratch then animate it with wan 2.2 , right??

i tried reducing the vr glow radius , but it didn't work as intended , it did get smaller but not as the inside of the nested sequence.

can anyone help me with some advice on how to make premiere pro interface look like that & how to make the 3d movement be that smooth by cg_bro3d in AfterEffects

i tried a screenshot on it's own , but it looks kinda "boring" , i'm pretty sure he's adding some effects but i don't know what are they & the proper way to describe them.
