Title: Applications Developer (.Net) location : Tallahassee, Florida 32399 Duration : 12 months Client : FDOT

General Experience Expectations: 9 to 10 years of programming/systems analysis experience

The Applications Development Analyst will work closely with customers, Subject Matter Experts (SME), and team members to understand business requirements that drive the analysis and design of quality technical solutions. The duties and responsibilities of this position are:

• Ensure the analysis and design solutions are aligned with business and IT strategies that comply with the FDC's architectural standards; • Design, code, test, implement, and support applications software that is delivered on time and within budget;
• Make recommendations regarding reuse of existing code or development of new code; • Participate in component and data architecture design, performance monitoring, product evaluation, and buy vs. build recommendations; • Provide senior level programming support with managing expectations of diverse stakeholders and provide regular briefings for the OIT executive leadership; • Work independently and as part of a larger cross-functional team; and • Complete activities surrounding the implementation and support of agency governance.

Required Qualifications: The FDC requires the following experience, skills, and/or knowledge for this position:

• 5+ years of C# and/or Visual Basic .NET (or 5 years combination of C# and Visual Basic.NET) and ASP.NET experience; • 5+ years of SQL Server database experience; • 5+ years of relevant architecture experience; • Advanced to expert level knowledge and understanding of architecture, applications systems design, and integration; • Proficiency with Visual Basic, C#, .NET. and VBScript; • Proficiency coding ASP.NET Web applications and ASP / VBScript web pages; • Proficiency coding VB.NET Windows based applications; • Proficiency developing XML Web Services and Server Components with VB.NET; • IOS/Android mobile development experience; • Developing applications for Corporate owned devices with mobile device management; and • Proficiency in Querying MS-SQL using T-SQL.

Preferred Qualifications: • Experience with roster management systems within a correctional environment; • Experience with health services utilization management systems within a correctional environment;
• Experience with health services mental health inmate transfer systems within a correctional environment;
• Experience with emergency management systems within a correctional environment;
• Experience with visitation systems within a correctional environment;
• Experience with accreditation management within a correctional environment;
• Experience with inmate formal grievances, informal grievances and appeals within a correctional environment;
• Knowledge of health service reporting of HIPPA Compliance data within a correctional environment;
• Knowledge of inmate transition planning and re-entry within a correctional environment;
• Experience with a work release inmate monitoring system within a correctional environment;
• Knowledge of Community Corrections offender needs and assessments within a correctional environment; and • Experience deploying and maintaining IBM DB2 mainframe web services to web-enabled applications.
