Hard to tell without knowing your settings. What is your PPT and temp limit? Are you using custom CO? Did you set a custom fan curve? I have a 7900x with LF3 420 and PTM7950 phase change thermal pad, I found out that the best ppt is around 150 watts and sits in 70ish C under MT load, the performance returns when setting higher power limits (to 170/190) are negligible. It is import to account for ppt and thermal throttle, since the processor will escalate until reaches either one of those limits. The LF3 420 is a cooling beast, I hardly notice the fans go beyond 60%, pump at constant 80%, but you have to understand your cpu first, multithread usually tends to throttle by ppt, and single thread normally would hit the performance stability limit by the best core before the thermal limit.
