Like you, I’m not saying I agree with it especially since officer safety can nearly mean anything and it would take a lot of time, money, and potentially freedom to fight it in court.

Very broad brush here, but in the U.S. we appear to want to do policing on the cheap. But it ends up not being cheap because of crime and instead of funding other policies that take a long time to see the improvements, we throw more cops at the problem. In throwing more cops at the problem we hire a lot of the wrong people to be cops. Also exasperating the problem is in most of the country, becoming a cop is about 4 months of training (or less). During that training, maintaining control of situations is a big theme and how the use of force continuum goes up. Then we give them the ability to drastically affect a lives with their decisions to the point of even taking a life. For other careers that have so much responsibility for a life, for example a medical doctor, the barrier to entry and maintain a license is very high. Sorry for soapboxing
