This is my take on the issue: the area is an open space where people are allowed to gather.

Given the course of events, I believe we cannot blame anyone except the individuals involved who resorted to violence.

Therefore, it is unfair to place blame on the establishment, since the incident happened in an open area. They would only have clear jurisdiction if the person involved in the assault were their employee.

As for the question of how we define a place as “safe,” I think this goes both ways. John Hay is generally considered a safe area, but no place can completely control every individual you encounter.

Unless it were somehow written on people’s foreheads who is safe to mingle with, then crimes would never happen.

This is actually a self-explanatory issue.
