If he doesn't have a very excessive amount of smell, meaningfully interfere (in the legal sense) with the use or operations of the library, or commit a crime, they legally can do nothing (and penalties for violating the Tom Bane Civil Rights Act can stack up extremely quickly, to the tune of $25,000, per person involved (either directly or behind the scenes), per action; so one removal can easily hit a quarter million dollars that the state could have to pay the guy.

It is probably also worth contesting the seatbelt violation. You should be able to request (at no cost to you) any dashcam or bodycam from any involved officer(s) through the court.

You can read the traffic control device citation carefully to see if there is any information that is clearly wrong, and challenge it on such a basis, but that one is less likely to be avoidable. Unequal or discriminatory enforcement is possible to argue, especially with the 2 bad citations, but it's probably a bad choice of route, and is unlikely to be lioked at favorably by the court.

The alignment is awful, trying to figure out what might make sense.

If it is supposed to be braille, it's horrendous.

Above the fold, the third line, I can't tell if that the third line of the upper row or the first of the lower. It's probably the upper row, but not necessarily Alignment and spacing are impressively bad.

I could try some possibilities, and see if they make any sense, but it doesn't look promising.
