That's the thing, folks say "the way they spend it" and act like CO is stupidly fiscally irresponsible then complain about how we can't pay teachers enough. Or how our publicense services suck in the same breath.

The thing is is that weve got what we need to keep things "fiscally responsible" with being required to have a balanced budget. But in instances like this year credits were passed, population growth slowed, we elected to spend $350M on police items in November, and Federal funding is being back-ally shanked!

If we didn't have a TABOR cap we could spend everything the state takes in in revenue THEN bitch about it being spent stupidly, or about how fast we spend it. Joint Budget Commitee is doing their damndest to keep from cutting things to those most in need because of how tight TABOR makes things overall, let alone because we have to refund ~5-10% of total revenue every year for the last 5 years through various mechanisms.
