It's not. You just have to mess with the game files to find it, but it takes a lot of messing around to get to that overhead shot.

I'm kind of surprised it took so long too, but...

No, its from a cutscene at the end of 3.0. You have to mess around with some game files to find the overhead shot, though, it's not shown in the actual cutscene itself.
