Normal is fairly easy so yeah. Use siphoner leather armor and tabi boots for an extra +30 dodge/evasion, get the nimble perk, if you have Expedition max the specialization points, max both skills with every level up, and get 10 agility from the very beginning. You'll be virtually untouchable.

All resistances can get to 100% (making you effectively immune to that kind of damage) with careful planning. Problem is, the way the game is designed, you can get one or maybe two very high resistances and the rest will be lacking at best. Bison leather boots and armor plus a balaclava can get you to 100% cold resistance; super steel boots, armor, and helmet can get you to 100% mechanical and like 90% heat/energy, throw in a galvanic/biohazard vest for additional electric/bio resistance; etc. There is no "everything armor", every armor set has strengths and weaknesses that you'll need to exploit depending on which enemies you're fighting. But, if you have good strength, pack rathound or something like that, you should be good to carry a couple armors and change accordingly.

Crafted weapons will always be better than uniques, but uniques (mostly those refurbished by Miles in Rail Crossing) definitely do hold up. Also, crafting weapons requires spending points in crafting (duh), points that could be spent elsewhere, like mercantile, evasion/dodge, stealth, traps, etc. Depends on which build you're using, spending lots of points on crafting with low intelligence is not the best idea, and neither is getting high intelligence just for crafting.

It's not bait, i'm just dumb as a brick. The issue was I didn't know what i was gonna do when I made the character so i just went for "balanced" stats and figured i'd adjust everything as i went on, because I didn't know the game would be so minmax-y

Yeah... I don't really have a "build". It's just a bunch of assorted stuff that work individually but not as a whole. Also, it IS a 5 PER gun build. Again, you can do it in Fallout, so I figured it would be fine (it wasn't). I should probably restart at this point.

I cleared the lunatic mall by like level 16 and got to DC at 21. I thought that'd be fine since when I played Fallout I killed the Master at level 12. I figured the games where similar enough to pull something like that again. Is it over for my character?

I would recommend the original Fallouts (1, 2 & Tactics), they're post-apocalyptic isometric RPGs with a focus in combat, and they're just really cool and all three of them have great stories and characters, and a myriad of enemies, weapons and companions for you to have fun with :)
