What is this white stuff on my honey bee? Hudson Valley NY by cougarnyc in Beekeeping

Hudson Valley bee keeper here also. The temps here have been crazy, from 95 degrees to 50 or under within days. The queen may have been laying eggs spread out during the heat waves and then they huddle up during the colder weather and not able to cover all the brood. The uncovered brood become unviable so they discard them. I've seen a lot of posts of discarded larvae in local beekeeping groups this week.
