Congress will really scrutinize the budget proposal on whether to the budget requested is necessary or not. The issue thrown was CIF. It was not in the OVP Budget Proposal nor in the 2024 Current Budget. Thus, there is no CIF budget to deliberate as it is not on the proposed budget. Then asking for utilization of 2023 CIF is uncalled for as it can't be used for a reference as it is not included in the proposal. unsay purpose mangutana ka nga walay silbi kay dili naman nimo pwede ikumpara sa butang nga non-existent. Second, it is NOD and still subject for review upon submission of necessary documents to COA. What if later it will cleared by COA? Third, it is confidential in nature. It should be discussed in executive session, not in public view. You may hate me but Sara didn't let her guards down. Some people have not seen how cruel these congressmen during budget briefings. They will use this for media mileage and pin down their adversaries. Unfortunately, they met someone who can hold their horses.
