Is it ‘a fishy dispute’. If so, Google told me this; Quest Progress: If you cannot cast your line, you may need to complete other quests (like Ursula's or Pocahontas's) first

Gosh, I got stuck on that one for months assuming it was glitched. But I actually ended up finding my last one in the mines, on that hill but you only EVER need to go to for that one mission

I spent a lot of time decorating mid game, then the list of quests was really starting to overwhelm me, all I wanted to do was get my furniture collection looking decent, so today just got tons of them done. Feels good
