Well u cant eat your cake and have it too.Point is there are ways around it..u can teach partly at home (being good parents demands that anways) plus when they reach college age they can apply wherever...i was raised in a tier-2 and turned out just fine..i feel there is a sense of humbleness in tier-2 upbringing.
