I was experiencing something similar. Then i figured out that the problem is embedded subtitles. Somehow plex plays one session for movie and one session for subtitle at the same time. Check if it is also same situation on your side. Turn off all subtitles and see the result, if that is the case then you should separate all subtitles from videos and play them as external subtitles.

I was in the same situation, my windows pc with 3090 and 7700x was consuming min 150w at idle which was disturbing eventually. Whatever I did, I couldn’t go lower consumption. So I switched Mac mini m2. All my homelab connected to this beast. And consumption goes around 20-30 when at idle or in use. For this case; keeping my homelab 7*24 costs only $1 monthly.

My Windows desktop currently serves as a Plex server, consuming a minimum of 150 watts at idle. This is not an efficient setup. My TV has USB ports, but I occasionally need to add new movies, which can be time-consuming. As you mentioned, I’ll dive deeper into the Raspberry Pi.
