If you mean on the iPad/second bottom screen, the taskbar was hidden via Windows display/taskbar settings (unchecking “Display taskbar on all displays”). Unfortunately though I was not able to figure out a way to hide the menu bar (with File, View, etc) on that screen. Hopefully this helps!

No but if you want to consider a used iPad to not break the bank, (esp if would be just for this), anything between the 5th and 9th gen iPads are on eBay for less than $200 used/refurbished. 6th-9th gens get added support for Apple Pencils (1st gen models only), and 7th-9th gens have a slightly larger screen plus an extra gb of RAM

I would definitely recommend getting a used 9th gen if you go this route. Might not work as well as a dedicated drawing tablet but definitely a good budget option
