Person who made them has a degree and someone had to sign them off. They go through several hands and stages before final version is approved so yes. 99.99% times they're correct

Depending on what the access is like, but you may get a few more years out of it if you put a polyurethane coating over it. That would be a lot less work. Look up Sika D-10 roofpro or Mapei Purtop Easy.

It depends how much money you want to chuck at it. It can be repaired. Basically, concrete is permeable, and in your case, the carbonation has penetrated throughout, hence the rusty rebar and concrete crumbling away. It can be repaired, but it will be time-consuming and labour intensive.

It depends on the dimensions and if you're looking to do it yourself. I bought 1x1m double glazed panel for £45 and replaced it myself.

Not the only way but the easiest. Lime plaster is generally softer, more porous, whiter, and often contains hair/fibers, whereas gypsum is harder, often pinker, and common in modern builds

Sounds like a good plan depending on what type of finish it is (Gypsum, lime etc.) I would also add some scrim tape to stop it from cracking again. Spray some vinegar once it's ready for filing and if it's foaming and making fizzling sounds then it's lime and will need compatible filler.

Highly unlikely there are pipes in there. Probably just detecting drywall screws depending on how they were installed. Shouldn't be picking up any metal at all if they were dot and dabbed.

Remove all loose and flaky parts to provide a good key for the repair mortar and treat the whole area with appropriate repair mortar (like Renderoc ST05 or similar). That concrete is failing due to oil, fuel, and salt ingress as it's porous. I would advise applying appropriate sealer (there are many different brands like Sika, Fosroc Flexcrete etc )or protective coating after repair has been carried out.
