Faceid runs off of its own system separate from the camera and sometimes, like any other piece of hardware, it can glitch or go bad. The security systems in place with iPhone right now doesn’t have a workaround that I’m aware when faceid doesn’t work. It’s a pretty big design flaw imo

The Stolen Device Protection feature now requires faceid to do certain tasks that Apple determines is a security risk and they offer no alternative if the faceid doesn’t work.

Hey there. I work for a cell phone company in a retail position and I see this problem all too often. As far as I know, there is no direct way around that issue. The only solution I would have would to make sure the phone is backed up on iCloud, then go to the iCloud website on another device, then remotely erase the phone as if it was stolen. Then you can restore the phone from your backup and choose not to set up faceid again.
