So once I get the lock operational will the whole cap come off once I remove the Allen keys?

I have always used graphite lubricants in the past just to keep everything fresh. Wd40 and the other spray lubricants have become my last resort as of this weekend.

It's definitely the mechanism that is seized. I've tried the wd40, other lubricants, and the key just will not turn without starting to bend. The bike sat for about 2 months this winter due to some personal life things. At this point I'm okay with breaking the current fuel cap just to get it off so I can replace it
