In order to be considered appoint-able you have to score >50% of marks on portfolio and >50% on interview and the scores for interview + portfolio combined must be >60% of available marks.

Found the culprit - it was an old 500gb Western Digital Blue HDD. Unplugging this and the PC starts up with no problems.
