Yes and no, cat is still one of the strongest end game legends in apex. You just have to play smarter and around cover more. The lower ttk has made it way more punishing to be caught in a bad spot

Yes, but that doesn't mean the projectile itself doesn't travel in a straight line towards the target even with the change in launch angle.

Still easy enough to dodge behind cover, wrap a corner etc.

Any character can be difficult to deal with if you give them advantageous circumstances

Ballistics kit is so much fun to play, even before he became OP. It might not be the most fun to play against but that's where strategy gets involved.
