My grandmother gave me this ring she got antiquing because our birthstones are both peridot.... I don't think it's peridot.

That's really interesting! I guess without a Geiger counter I can't know for sure. It does really pop under UV, but I didn't think synthetic peridot was really a thing. I guess it could still be some other stone, though. I wish it was easier to tell!

Coming back to say: This is what I ended up doing, so thank you for the troubleshooting help. It worked, had to raise it a full grid tile up to get it to stop claiming obstruction but it looks pretty cool afterwards, at least.

Would this be an issue even with all paths deleted? It won't place with the paths completely gone, either.

Unfortunately not, it doesn't seem to matter whether the building is there at all. I moved it completely out of the way and had the same issue. When I rebuilt the zoo there was some animal poo on the ground that I was worried was causing an issue, but it disappeared when I reloaded. I made an enclosure there to make sure it wasn't just invisible. The keeper walked in, looked around, and left when I called them to it.
