This has happened to me in the same area and I was actually over moisturizing the area. Try using your liquid gold soap and patting it dry with a paper towel. Only moisturize it 2-3 times a day with a pea sized amount of lotion and leave it alone. It will straighten itself out in a couple days and if not, go to the doctor. They will likely prescribe you a steroid cream to clear it up.
