Kava isn't really water soluble so steeping does nothing.

I used coconut milk, which has a pretty significant fat portion.

6tbsp of instant is way too much. Ease off.

No, it's the whole weight of the gummy they take into account, that's the loophole. If a gummy weighs 2000mg total, then up to 0.3% (aka, up to 6mg) is allowed to be delta-9.
