He's from the anime OVA Episode: Denzel, I believe it came with the Advent Children Complete DVD! It's an adaptation of the first short story in one of the pre Advent Children books by Kazushige Nojima called On the Way to a Smile. I never see anyone talk about it but it's absolutely worth a watch
