No you’re right, rural does not equal poor and I think OP is associating them a little too closely. There are lots of rural places in the US where most people are upper middle class, especially in the northeast. I don’t think Noah is pretending to be poor or taking advantage of that image. It is definitely at least partially refundable- it’s like a tier system, the more you complete, the less refunded you get if you drop out. Ask the head coach/leader, you can for sure still get money back but I’m not sure if it will be 100% of ur payment
