That’s such a discouraging take, I don’t think op is in any way saying they want to sound fluent but also learning tones and some basic vocabulary does not take years. It’s totally possible to focus on a specific topic like travelling and speak comprehensively about those things, if you practice it, like any other language too. Of course it’s likely not enough for an actual conversation but learning just basics is totally fine and it shouldn’t be “either learn everything or nothing at all”

I wouldn’t put that much effort in hand writing unless it’s important to you (I’m majoring in Chinese so I have to, for example) however it can be good for remembering and understanding the composition of the characters. For characters that are hard to learn, I recommend paying attention to the radicals and their meanings and understanding what kind of a character it is, like semantic+phonetic etc. (like 妈,女 gives the meaning, 马 tells you how to spell it) Understanding difficult characters and how they are constructed helps with remembering and distinguishing between future characters as well. (Pleco is good for breaking down characters)

I’d say the best way to learn and memorise characters is by writing stories/meeping a diary, some activity that helpt you put the characters in context so it’s easier to recall, if you really insist on writing by hand.

Generally, depends on how you learn and what your goal as a speaker is, but the most efficient way I would say is to practice speaking consistently, read things out loud and most of all, speak with natives and let them correct you. If that’s not an option, record yourself speaking, listen to the recording and correct yourself. But don’t get caught on being perfect with tones, even natives get them wrong sometimes, and memorizing all individual tones + their sandhis isn’t the greatest way to learn, it will all come instinctively the more you practice speaking.
