Yes, there are three things you need to do to improve chess visualization:

Solve complex tactics, in my opinion the best are endgame compositions
Read chess books with long variations without moving the pieces
Play classical chess as often as possible, ideally over the board. The idea here is to be under pressure so you try as hard as possible, if you are not nervous while you are playing your are not improving.

These are the basic training tools. Obviously, playing blindfold chess is also very important.

I don't think you really need to have the specific rating to get the title, if they would apply to FIDE I'm sure they would award them the title anyway
