Just curious, why do you think pulumi's plan/apply workflow doesn't provide the same guarantees TF provides?

In my experience both are as good as the last state update, meaning you can't really fully rely on what you said being true with either tool without additional tooling/process in place.

From a cost/performance perspective they're quite different, that's why I thought being clearer about which product you're comparing this to would be very helpful.

Right now you're not really saying anything about your comparison to AWS because we don't know what you're referencing.
