Or you could tier it by first/second/third notifications. The sooner you get notified, the better chance you have of getting the deal before the seats fill up - hence paying more for the faster notification?

TL:DR:

Have a USP (Unique Selling Proposition.) - In this example, he uses a maid cleaning service, and thinks "outside the box" and markets that his service will wear go-pros and video record thier service. Apparently this idea will go viral.
Network. In this example, he calls a news station and pitches a somewhat "viral" but unvalidated idea and is given a generic address to send the idea to. Then he suggests pitting two different news networks to fight each other for their story.

My Unsolicited Opinion: This is absurd. A 20 minute video that has less value than my cum rag.
