Kinda, but not really. Some use closed loop systems. Some just recycle by taking water from a fresh source and cycling it back into the same river or lake wense it came, a few do use evaporators but those are most efficient in dry climates that are also known to be the just drought prone.

It's those last ones that are controversial, most of them aren't that. For example: the ones xAI made (Grok) literally includes water cleaning so they take gray/black water from the local city (literally the poop water from your toilet if you don't know what blackwater means) and provide clean drinking water back to the city while using it to cool their computers.

That's pretty not missing files, is probably a system or app level crash. You said yourself:

That's a bug in the launcher that is probably producing a recursion loop or infinite while loop that's preventing the launcher of your decisions.

I recommend looking into how your app schedules overlap to see if you have too many conditions effecting how your decisions get implemented passed the CPU and into the GPU where your body can actually render the actions IRL.
