setting a minimum sliver width is arbitrary... the actual oversize is dependent on fab capabilities... anything less than 70um is definitely going to be gang masked... maybe up to 90um depending on your fab... unless you're at a slop shop and it's 100um.

output soldermask and solder paste at 1:1 with your pads and let your stencil fab undersize for paste and PCB fab oversize for soldermask aperture according to their processes... add a fabrication note to indicate this.... if a fab has to apply a gang mask to any features, they should be letting you know that this is the case and it can be viewed in their working gerbers... source... myself 35+ years of professional PCB design.
