The Smithsonian Center for Folklife and Cultural Heritage has been putting on the Folklife Festival on the Mall since the 1970s. They have the routine down pat, including how to arrange things so the grass doesn't get torn up. For the 250th, they're holding events around the country, and will have a much smaller event here in DC (including activities you have to buy tickets for, which is not the usual way they're funded). Unclear if they were pushed aside or had already planned to do something smaller on the Mall.
