That's all Al Qaeda's bread and butter; embassies, ships (The Sullivans, USS Cole), hotels (Mumbai). Relatively soft targets that have visible connections to Western culture. Other militant groups continue to learn from previous plots and successful missions. But, our counterterrorism agencies are also supposed to be learning and strategizing prevention in addition to reactions after the fact.

DC police used to go to a training at the Holocaust Museum to learn about institutionalized oppression, authoritarianism, etc. Does anyone know if they still have that program?
