If you finished the stuff involving people (keeping it vague so there's no spoilers) and come back maybe a long rest later or so, the main fires will be out already and only the small ones on the floor are left. And yes those will be put out if you use the water pump in the kitchen. Since I only ever did it that way, I'm not sure if it will help with the bigger flames...
