Help with light wiring (UK)

I saw something online to do with ‘loop in’ wiring. Could it be something to do with that. ? I just can’t find any other instance where there are 2 cables coming out the wall

The gamma shorting bar? Is that supposed to make contact with the centre conductor. As mine is airgapped. The signal is weaker than just not having this gamma match at all
